"Europe must act fast to maintain investor interest, says KfW's Wintels"

Wonder what that means. On the surface, it sounds as if Europe must act stably. Clearly he doesn't want instability, I wonder what "fast" really means.

There is story from the early 1980’s that is illustrative. During the building of Trump Tower, the future U.S. president had massive trees brought from Florida at great expense and planted in the atrium. He decided he didn’t like the look after all, so he called for their removal. When it couldn’t be done in 24 hours, he had the trees chainsawed to pieces.

It turns out that capriciousness may not scale well though.

It's to be expected for several reasons. Rule of law eventually suffers in all autocracies/dictatorships.
