While those problems do exist in some specific areas of California, all the big (by acreage, and I’m pretty sure even by $$ damage) fires in California have had little to nothing to do with them.
Just large amounts of overgrowth and badly maintained forests + hotter and drier conditions + more human habitation in wilderness areas == more wildfires.
