With a VPN in an older iPhone and iOS x.com can be used. But with iPhone 16 not even with VPN, for that to happen iOS must be doing something but with what legal base? The dispute of X with the brazilian supreme court is precisely X's dispute that there is no law (and it actually requires breaking the law to ban x.com) and is anticonstitutional to ban free speech in Brazil. So how Apple makes something like this to be part of a legal contract? It cannot do that (or it's terms became an illegal contract if they did)

Have you checked that the VPN you're using isn't leaking your DNS queries? Some data would help.

I’m not aware of any manufacturer blocking traffic at the device level, ever. Definitely not based on some court order in a different country.
